A nonpartisan, youth-led coalition tracking legislation and building infrastructure to protect victims of deepfake abuse.
Our Mission
The National Coalition Against Deepfake Abuse exists to combat the growing epidemic of non-consensual synthetic media. We track legislation across all 50 states and the federal government, document incidents of deepfake abuse in schools and communities, and advocate for stronger legal protections — especially for minors and women, who are disproportionately targeted.
NCADA is nonpartisan and evidence-driven. Our data is sourced from state legislatures, court records, verified news reporting, and established organizations including NCMEC, the Center for Democracy & Technology, Public Citizen, and Education Week.
Annika Raj
Chair of the Board
NCADA was founded and is chaired by Annika Raj, who recognized that the rapid proliferation of deepfake technology was outpacing the legal system's ability to protect victims. Under her leadership, NCADA has built partnerships with the United Nations, major research universities, detection technology companies, and state governments — driving both legislative change and the development of technical infrastructure to prevent the spread of non-consensual imagery.
What We Do
Track
We maintain a comprehensive, continuously updated database of deepfake laws across all 50 states, covering criminal penalties, civil remedies, and platform liability provisions for both non-consensual intimate imagery and election-related synthetic media.
Document
We compile the most comprehensive public database of verified deepfake abuse incidents in American schools — documenting cases across 11+ states, mapping them geographically, and providing the evidence base that informs legislative advocacy.
Build
In partnership with Dr. Yu Chen at Binghamton University’s Watson School of Engineering, we are developing Hashbank — the only deepfake perceptual hashing infrastructure in existence, modeled on Microsoft PhotoDNA, deploying across Reddit, Discord, and Telegram.
Advocate
Our policy framework has been cited by the U.S. Women’s Caucus as a model and has informed 25+ state bills. We co-hosted a UNODC side event at the United Nations on technology-facilitated abuse, and our policy proposal has been circulated across UN agencies.
